Insurance Specialist II (2 positions) Performs routine (journey-level) technical insurance and data entry work in the Audits and Investigations program; part of Compliance and Investigations. Work involves performing desk reviews of complaint referrals and formal audits of system participants for performance and compliance with the Texas Labor Code and Commissioner rules. May be cross-trained for multiple functions within the section. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

Qualifications:

This position:

-conducts compliance/performance audits of Texas workers’ compensation system participants;

-investigates complaint referrals for compliance, documents findings, and recommends enforcement actions;

-provides customer service and answers technical questions for system participants;

-assists with special projects; and-performs other duties as assigned.

This position requires:

-sixty college hours;

-one year of experience in technical work, program administration, or a field relative to assignment.

Note:

Education and experience relevant to position requirements may be substituted for one another on a year-for-year basis.

This position:

Additional Job Details:

Written skills test will be administered at the time of the interview.

This position requires demonstrated knowledge of:

-statutes and rules pertaining to workers’ compensation;

-performance audit and documentary evidence review principles particularly involving workers’ compensation medical and claim records and data;

-researching databases and claim files;

-MS Office applications (Word, Excel, Access);

-computer technology principles and terminology;

-office practices, business or program terminology, spelling, punctuation, grammar, mathematics; typing formats, word processing techniques, software, procedures;

-principles and practices of office administration and management.

This position requires demonstrated skill in:

- problem-solving, decision making and planning;

-effective, professional verbal and written communication;

-using Microsoft Office software applications including Word, Excel, PowerPoint, Access, and Outlook;

-using personal computers to enter and extract data from related systems and programs.

This position requires the demonstrated ability to:

- learn the principles of workers’ compensation, evidence requirements under the Administrative Procedures Act for investigating complaints, and Generally Accepted Government Auditing Standards (GAGAS) for performing audits;

-research, interpret and apply the Texas Labor Code and Texas Administrative Code;

-present data, policies, and recommendations in a clear, and concise manner:

-manage and coordinate multiple tasks and priorities to meet necessary deadlines;

-work independently on a variety of high-level, complex administrative duties/issues and technical assignments;

-apply critical thinking to analyze and solve work related problems and to interpret agency policies and regulations;

-communicate professionally and effectively, both verbally and in writing, with all levels of employees and the general public and be able to speak in public;

-establish and maintain effective working relationships with management, team members, coworkers, and the general public;

-prepare clear, concise, complete and convincing correspondence, reports and other documents;

-identify processes and areas for improvement and potential solutions.
