Job Title: TEMPORARY TRANSITIONAL DUTY/ RETURN TO WORK PROGRAMS COORDINATOR

Example Of Duties

·         Serves as the liaison to Workers′ Compensation Unit, County Counsel, Human Resources, Labor Relations, and Metro′s various divisions

·         Provides training, support, and oversight to all staff regarding the Transitional Duty and Return-to-Work Programs Monitors and arranges for timely return to work of employees on the Leave of Absence (LOA) program

·         Receives medical work status reports and determines how the restrictions impact an employee′s ability to perform job duties by contrasting with job description; addresses the issue of whether the employee has the abilities to continue in regular duty, needs to be reassigned (if necessary), or placed on appropriate leave

·         Conducts orientation for employees entering the Transitional Duty Program

·         Reviews restrictions given in medical status reports to determine if Transitional Duty is appropriate; matches restrictions with available and appropriate transitional duty assignments

·         Monitors employee progress on TDP and LOA and makes suggestions to the division and the Workers′ Compensation Unit on how best to proceed as that progress evolves and changes

·         Maintains positive communication with Workers′ Compensation Unit, the injured worker, and with division management

·         Remains up to date on the details of each case to ensure that the various time frames involved are met

·         Ensures that post injury response is provided, and arrangement of initial medical treatment is made

·         Reviews necessary medical documentation and Attending Physician Statement (APS) and notifies Division Manager when employee has failed to submit APS, per Metro Policy, so that appropriate letters can be sent

·         Reviews monthly work-statuses for each injured worker to ensure that Plans of Action for each are current with their most recent medical evaluation and coordinates with Workers′ Compensation Unit to determine if an employee′s TDP assignment or work status needs to change

·         Schedules necessary drug tests for return to work

·         Coordinates the Americans with Disabilities Act (ADA) interactive process for reasonable accommodation requests

·         Provides immediate assistance to Workers′ Compensation Unit regarding RTW, verification of lost time, and transitional duty

·         Maintains accurate work records and provides status to appropriate departments

·         Assists and supports division personnel to ensure accuracy of their own occupational injury files

·         Maintains return to work tracking system to support assigned tasks and generates reports as necessary

·         Determines, implements, and maintains employee's Leave of Absence tracking and coding to reflect appropriate leave status

·         Develops, plans, organizes and implements new and innovative work/family programs and projects

·         Prepares complex narrative, statistical, graphic, and tabular reports Represents Transportation in meetings inside and outside the agency on issues related to Workers′ Compensation

·         Attends Division/Department Safety Committees and other sub-committees as assigned Attends quarterly Transitional Duty Coordinator meeting

·         Accounts for assigned staff and personal compliance with all of Metro′s safety rules, policies, and procedures

Requirements For Employment

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

·         Bachelor′s Degree in Vocational Rehabilitation Counseling, Counseling, Health and Human Services, Sociology, Public Administration, or a related field

Experience

·         Three years of relevant experience administering transitional duty programs, return to work programs, utilization review, or workers' compensation claims

Certifications/Licenses/Special Requirements

·         A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

·         May require travel to accident scenes and/or hospitals

Knowledge:

·         Theories, principles, and practices of vocational rehabilitation, transitional duty (TD), and return to work (RTW) programs management

·         Applicable local, state, and federal laws, rules, and regulations, including California Fair Employment and Housing Act (FEHA), Family and Medical Leave Act, etc.

·         Americans with Disabilities Act (ADA) theories, rules, and regulations

·         Principles of organization and management with an expertise in assessment of transferable skills, occupational analysis, and labor market analysis Social, economic, vocational, physical, and emotional issues impacting employees with disabilities

·         Medical information and services as they apply to assisting employees with injury/illness in choosing appropriate return to work options

·         Research and report preparation methods

·         Metro′s workers′ compensation theories, principles, practices, and policies

·         English usage, grammar, punctuation, and spelling

·         Computer usage and business software applications

Skills:

·         Applying guidelines of FEHA and ADA and their application to Metro′s TD and RTW programs

·         Coordinating and administering transitional duty and return to work programs

·         Analyzing functionality, abilities, and limitations of injured workers to develop an appropriate RTW strategy

·         Developing, planning, organizing, and implementing new and innovative work/family programs and projects

·         Applying and maintaining ethical evaluations and decisions while working within a dual role

·         Managing a project from inception to completion

·         Analyzing situations, identifying problems, recommending solutions, and evaluating outcomes

·         Using appropriate judgment regarding highly confidential information

·         Conducting research and studies relating to TD and RTW Communicating effectively verbally and in writing

·         Preparing appropriate correspondence and narrative and statistical reports

·         Interacting professionally with various levels of Metro employees and outside representatives

·         Ensuring that the safety and well-being of Metro′s injured workers and the public are thoroughly considered within the TD and RTW programs Working with a diverse population with tact and sensitivity

·         Interface directly with employees, physicians, and other medical providers

·         Travel to offsite locations
